Territorial accessibility fund for small establishments open to the public
Decree No. 2023-993 of 27 October 2023 creates, from 2 November 2023 to 31 December 2028, a grant paid by the Agence de services et de paiement to micro, small and medium-sized enterprises (fewer than 250 employees, turnover ≤ €50m or balance sheet ≤ €43m) operating a category 5 establishment open to the public of types M, N, O or W, created before 20 September 2023, that carry out accessibility works. The grant covers at most 50% of expenses excluding VAT, capped at €20,000 for equipment and works and €500 for engineering, i.e. €20,500 per establishment. The total envelope is €300m.

Small shops, cafés-restaurants, hotels and offices (category 5 establishments): up to €20,500 in grants for accessibility works, within a total envelope of €300m. The decree provided for priority to needs linked to the 2024 Olympic and Paralympic Games. Initially open until 31 December 2028, the application window was closed early on 7 January 2026 (order of 15 December 2025).
