Guarantee against unpaid child maintenance and differential family support allowance
Article 44 of the Social Security Financing Act for 2016 extended nationwide the guarantee against unpaid child maintenance. When the maintenance set is lower than the family support allowance and fully paid, a differential family support allowance makes up the difference and remains with the receiving parent. Family allowance funds can recover up to 24 months of arrears by direct payment, repaid in 24 monthly instalments.

Measure impact
Single parents receiving low child maintenance get a top-up to the level of the family support allowance, and family allowance funds recover unpaid maintenance more widely. According to the Senate finance committee, the scheme could benefit about 90,000 families once fully rolled out.
