2018 freeze of housing benefits and social housing rents
The 2018 Finance Act cancels the 1 October 2018 indexation of the APL, family housing allowance and social housing allowance scales. It also bars any revision, from 1 January to 31 December 2018, of maximum and actual rents of subsidised and social housing, including current leases, except for increases allowed by the code.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
The roughly 6.5 million housing benefit recipients do not get the usual scale uprating on 1 October 2018. Social housing rents are not revised in 2018. The Government estimated the saving for the State at €100m in 2018 for both freezes, with a knock-on effect in 2019.
