Income tax scale freeze (2011 and 2012 income)
Article 16 of the amending finance act of 28 December 2011 provides that the income tax scale and related thresholds in force apply to tax due for 2011 and subsequent years, without uprating. It cancels the 2.1% inflation indexation provided for in the 2012 finance bill. Announced in the plan of 7 November 2011, the measure was to apply to the 2012 and 2013 assessments (2011 and 2012 income). Indexation of the scale resumed for the taxation of 2013 income.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
As the brackets are not raised, an income increase equal to inflation raises the tax due, and some households become taxable. According to the Senate finance committee report, the gain is estimated at €1,752 million in 2012 and €3,504 million in 2013 (income tax, wealth tax, transfer duties and local taxes).
