No uprating in 2027 of APL housing parameters or of the activity bonus
The annual revision of the housing cost parameters of the APL (housing benefit), normally on 1 October, and the uprating of the 'prime d'activité' (in-work benefit), normally on 1 April, would not be applied in 2027. The Government could choose by regulation not to apply this measure. RSA (minimum income), AAH (disability allowance), ASPA (minimum old-age pension) and ASS (specific solidarity allowance) would still be uprated in line with inflation.

Measure impact
Savings of €101m in 2027 (€404m in 2028) on the APL and €332m in 2027 (€995m in 2028) on the activity bonus, based on a forecast uprating of 2.3%.
