No uprating of basic state pensions on 1 October 2014, except up to €1,200 a month
Article 9 of the 2014 Amending Social Security Financing Act provided that, exceptionally, the annual uprating of basic-scheme pensions would not be applied on 1 October 2014. Pensioners whose total direct and survivor pensions (basic and supplementary) did not exceed €1,200 a month on 30 September 2014 were still uprated; between €1,200 and €1,205, the coefficient was halved. The minimum old-age allowance could be raised by decree beyond its normal uprating on 1 October 2014. In practice, the statutory uprating coefficient for 1 October 2014 was zero because of low inflation; the Government then created a one-off €40 payment for pensioners whose pensions did not exceed €1,200 a month (Decree No. 2014-1711 of 30 December 2014).

Pensioners with pensions above €1,200 a month: no uprating on 1 October 2014. The impact assessment estimated savings at €935m in 2015, assuming a 0.6% uprating; as the coefficient finally calculated was zero, the measure had no effect on pension amounts.
