No uprating on 1 April 2019 of the activity bonus and the disabled adults allowance
By derogation from the annual uprating rules, the flat-rate amount of the activity bonus (prime d'activité), the maximum amount of its main top-up and the amount of the disabled adults allowance (AAH) are not uprated on 1 April 2019. The bill also provided for no uprating in 2020; those provisions were declared unconstitutional (decision no. 2018-777 DC). Separate increases took place elsewhere (activity bonus top-up, exceptional AAH increases).

Measure impact
Affects recipients of the activity bonus and the AAH: no statutory uprating on 1 April 2019, while forecast inflation was 1.6%. Estimated saving of €0.2bn for the State in 2019 (€0.1bn for each benefit).
