Nationwide roll-out of the Youth Guarantee
Decree 2016-1855 organises, from 1 January 2017, the contractual pathway to employment and autonomy (PACEA) and the Youth Guarantee, open as a right to young people in precarious situations supported by local youth employment centres, following the experiment launched in 2013. The Youth Guarantee carries a monthly flat-rate allowance equal to the single-person RSA amount minus the housing allowance deduction, fully combinable with earnings up to €300 net per month and then tapered.

Measure impact
Young people aged 16 to 25 in precarious situations, not in employment or training, supported by a local youth centre: intensive support and a monthly allowance (about €471 in January 2017, based on the RSA). Replaced by the youth commitment contract on 1 March 2022.
