Nationwide introduction of the earned income supplement (RSA) replacing the RMI and API
The Act of 1 December 2008 creates the earned income supplement (revenu de solidarité active, RSA), which replaces the minimum integration income (RMI), the single-parent allowance (API) and the back-to-work incentive schemes. The RSA guarantees a minimum income to people without resources (basic RSA) and tops up the earnings of low-paid workers (in-work RSA). Decree No. 2009-404 of 15 April 2009 sets the flat-rate amount at €454.63 per month for a single person and counts 62% of the household's earned income in the calculation. The Act and the decree apply from 1 June 2009 in metropolitan France; in the overseas departments and in Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, the Act applies by 1 January 2011 at the latest.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
RMI and API recipients are transferred to the RSA on 1 June 2009 without a new application. Low-income workers can receive an income top-up: when their earnings rise by €100, the RSA is reduced by only €38. According to the Senate social affairs committee report, the additional cost to the State is estimated at €1.5 billion, financed by an additional 1.1% levy on investment and capital income.
