0.15-point increase in old-age pension contributions and cut in the family allowance contribution on 1 January 2014
Decree No. 2013-1290 of 27 December 2013 implemented the first stage of the increase in old-age insurance contributions decided in the 2013-2014 pension reform. In the general scheme, the uncapped old-age contribution rose to 1.75% for the employer and 0.25% for the employee in 2014, i.e. +0.15 point each; the capped contributions were set at 8.45% (employer) and 6.80% (employee) in 2014, 8.50% and 6.85% in 2015, and 8.55% and 6.90% from 2016. Rates in the other basic schemes (craftsmen and traders, liberal professions, farmers, civil servants, special schemes) and some flat rates for the self-employed were raised accordingly. To offset the cost for employers, the family allowance contribution fell from 5.40% to 5.25%. The decree applies to contributions due for periods from 1 January 2014.

Measure impact
Private sector employees: +0.15 point of uncapped old-age contribution in 2014, about €3 a month on a €2,000 gross salary. Employers: +0.15 point of old-age contribution offset by -0.15 point of family allowance contribution. According to the pension reform impact assessment, all contribution increases planned from 2014 to 2017 were to raise €4.6bn in 2020 across all basic schemes.
