Tobacco excise increases on 1 April and 1 November 2019
The 2018 Social Security Financing Act scheduled five successive increases in tobacco excise between March 2018 and November 2020 to reach an average price of €10 for a pack of cigarettes. The second and third steps took effect on 1 April and 1 November 2019. According to the impact assessment cited by the Senate, each was expected to raise the average pack price by about €0.50 (from €8.10 to €9.10 over the year) and the price of a pouch of rolling tobacco by about €0.90.

Measure impact
Smokers faced two price increases in 2019. According to the Government's impact assessment, the 2018-2020 increases as a whole were expected to bring the health insurance fund €940 million in 2019 and €1.392 billion at cruising speed, plus additional VAT revenue for the State.
