Higher tobacco consumption duties from 1 March 2018
Article 17 of the 2018 Social Security Financing Act schedules a gradual increase in tobacco taxation in five steps between March 2018 and November 2020, targeting an average price of about €10 per pack of cigarettes. The first and largest step raises consumption duties on 1 March 2018; a separate, more gradual increase applies in Corsica.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
On 1 March 2018, the weighted average price of a pack of cigarettes rises by about €1 to €8.10. Rolling tobacco, cigars and cigarillos are also affected. Smokers in mainland France and Corsica are affected; the next steps take place on 1 April 2019, 1 November 2019, 1 April 2020 and 1 November 2020.
