Higher minimum excise duty on cigarettes and rolling tobacco
Article 14 of the 2010 Social Security Financing Act raises the minimum excise duty on tobacco (Article 575 A of the General Tax Code): from €155 to €164 per 1,000 cigarettes and from €85 to €97 per kilogram of fine-cut rolling tobacco. The minimum duty sets a floor amount of tax that applies to the cheapest products. The article sets no specific application date; it applies from the entry into force of the act, published in the Official Journal of 27 December 2009. The minimums were raised several times afterwards.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
The cheapest tobacco products bear a higher minimum amount of duty, which pushes their price up. According to the Senate social affairs committee report, raising the cigarette minimum from €155 to €164 would increase revenue by just over €430 million.
