Higher ceiling rates for the transport levy in Île-de-France: 2.85% in Paris and Hauts-de-Seine, 1.91% in the inner suburbs
The second 2014 amending finance act raised the ceiling rates of the transport levy (versement transport) in Île-de-France: from 2.7% to 2.85% of payroll in Paris and Hauts-de-Seine, and from 1.8% to 1.91% in the second zone (Seine-Saint-Denis, Val-de-Marne and municipalities of the urban unit). The increase was intended to fund part of the single-fare Navigo pass.

Measure impact
Employers with more than nine employees (the threshold at the time) in Île-de-France. According to the Senate report, the increase was expected to bring an extra €210m a year to STIF. Actual rates are set by the STIF board within these ceilings, which were raised again in 2017.
