Compensatory allowance for the CSG increase for public servants
The 2018 Finance Act creates, from 1 January 2018, an allowance paid to civil servants and military personnel to offset the increase in the general social contribution (CSG) under the 2018 Social Security Financing Act, taking into account the abolition of the exceptional solidarity contribution and of employee health and unemployment contributions. Its terms are set by decree. The article stems from a Government amendment.

Measure impact
Staff of the three public services and the military receive an allowance meant to prevent a fall in net pay due to the 1.7-point CSG increase. Total cost estimated at €1.6bn, of which €670m for the State; for local and hospital employers, the cost is offset by a 1.6-point cut in employer health contributions.
