Financial intermediation of child support payments by family allowance funds
Article 72 of the 2020 Social Security Financing Act creates a public service for the payment of child support: the agency for the recovery of unpaid child support (ARIPA), within the family allowance funds and the agricultural social insurance fund, may collect the payment from the paying parent and pass it on to the receiving parent. The scheme applies from 1 June 2020 where the request follows unpaid child support, and from 1 January 2021 in other cases.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Separated parents can have child support paid through the family allowance fund, first in case of non-payment and for everyone from 2021. Annex 9 of the 2020 social security bill estimates the net cost at €42 million from 2020 (including €26.5 million in administration) and up to €122.5 million in 2023 depending on take-up.
