Automatic intermediation of child support payments by family allowance funds
Article 100 of the 2022 Social Security Financing Act extends financial intermediation of child support: the amount set for a child is paid by the debtor parent to the child support recovery agency (ARIPA, run by the CAF or MSA), which passes it on to the creditor parent. The scheme becomes automatic, unless both parents refuse or in specific cases, first for divorce judgments issued from 1 March 2022, then for other decisions from 1 January 2023.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Separated parents whose child support is set by a divorce judgment since 1 March 2022, then by any other decision since 1 January 2023, go through the CAF or MSA for payment. In case of non-payment, the agency starts recovery and can pay the family support allowance. The cost for the family branch is estimated at €2m in 2022 and €59m in 2025.
