Wealth tax (ISF): progressive scale from 0.5% to 1.5% and 75% income cap
The 2013 Finance Act replaced the two-rate wealth tax scale introduced by the 2011 reform with a progressive scale: 0.5% from €800,000 to €1.3m, 0.7% up to €2.57m, 1% up to €5m, 1.25% up to €10m and 1.5% above. The taxation threshold remained €1.3m, with a relief between €1.3m and €1.4m. A cap was restored: the wealth tax plus income taxes may not exceed 75% of the previous year's income.

Measure impact
The measure concerns households with net taxable assets of at least €1.3m. The Constitutional Council struck down the inclusion of unrealised income in the cap (changes in value of life insurance contracts, profits of controlled companies, etc.) and the new definition of business assets. The wealth tax was replaced by the real estate wealth tax on 1 January 2018.
