Full coverage of abortion and free contraception for minors aged 15 and over
The 2013 Social Security Financing Act removes the patient co-payment for abortion-related costs, now fully covered by health insurance. It also removes the co-payment for certain contraceptives for insured minors aged at least 15, and protects their dispensing and reimbursement by confidentiality. Decree No. 2013-248 of 25 March 2013 implements both measures from 31 March 2013.

Measure impact
According to the impact assessment cited by the National Assembly social affairs committee, full coverage of abortion costs health insurance €13.5 million. Free contraception was later extended to women under 26 (2022) and emergency contraception made free (2023).
