Reinstatement of a waiting day for public servants on sick leave
The 2018 Finance Act reinstates a waiting day for civil servants, military personnel and employees under special schemes: their pay is maintained only from the second day of sick leave. Exclusions include leave for work accidents or occupational illness, long-term sick leave, a second absence for the same cause if the return to work lasted no more than 48 hours and, for three years, absences linked to the same long-term condition. The rule had existed in 2012-2013 before being repealed by the 2014 Finance Act.

A public servant on sick leave loses one day of pay per absence. The Government estimated the yield at over €270m a year, of which €108m for the State, €100m for local authorities and €50m for social security.
