Pension increase for children converted into a flat-rate amount
For pensions taking effect from 1 July 2027, the article would replace the pension increase for children, currently proportional to the pension, with a flat-rate amount identical for women and men, set by decree and uprated like pensions (new Art. L. 173-1-6 of the CSS, Social Security Code). An additional flat-rate increase varying with the number of children would be provided in the civil service and seafarers' schemes.

According to the explanatory memorandum, the flat rate is to be set at an overall cost similar to the current system; Annex 9 estimates a cost for the old-age branch of the basic schemes of €1.4m in 2027, rising to €53.1m in 2030, with the State (SRE, State pensions service) making a saving.
