Creation of a regional TICPE surcharge on motor fuels in Île-de-France for the STIF

Article 24 of the 2017 finance act creates Article 265 A ter of the Customs Code: the Île-de-France transport authority (STIF, now Île-de-France Mobilités) may raise the TICPE on motor fuels sold in Île-de-France by up to €1.02/hl for petrol and €1.89/hl for diesel. By derogation, the surcharge applicable on 1 January 2017 is set by the act at these maximum amounts. Revenue is allocated to the STIF up to €100m, any excess going to the general budget. The surcharge was abolished on 1 January 2026 by Article 20 of the 2025 finance act.
