2019 car malus scale: triggered from 117 g CO2/km
The 2019 Finance Act replaces the malus scale on new passenger cars (Article 1011 bis of the General Tax Code). The malus applies from 117 grams of CO2 per kilometre (€35) and rises per gram up to €10,500 from 191 g/km.

Measure impact
Affects buyers of new cars emitting 117 g CO2/km or more registered in 2019: €35 malus at 117 g/km, €1,050 at 144 g/km, €10,500 from 191 g/km. The revenue funds clean-vehicle purchase aid (bonus, scrappage premium). The scale was replaced in 2020.
