CO2 registration penalty scale from 1 March to 31 December 2025
Article 27 of the 2025 Finance Act sets a CO2 penalty path (WLTP method) for 2025, 2026 and from 2027. For the period from 1 March to 31 December 2025, the trigger threshold becomes 113 g CO2/km and the cap €70,000. The administrative horsepower scale is amended in parallel.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
€50 penalty at 113 g/km, rising to €67,467 at 192 g/km, then €70,000 above 192 g/km. Applies to buyers of new combustion or hybrid cars registered between 1 March and 31 December 2025. The 2026 scales (108 g/km threshold, €80,000 cap) are covered in a separate entry.
