MaPrimeRénov' opened to all owner-occupiers, then to landlords
Article 241 of the 2021 Finance Act allows MaPrimeRénov' to be paid without means testing until 31 December 2022. Decree No. 2021-59 of 25 January 2021, applicable to applications filed from 1 January 2021, opens the grant to owner-occupiers with intermediate and higher incomes and then, from 1 July 2021 to 31 December 2022, to landlords (home let as a main residence for at least five years) and other holders of a property right. It creates flat-rate amounts for project management assistance and whole-house renovation, and bonuses for leaving the 'energy sieve' category and reaching an A or B energy performance rating. Work started between 1 October and 31 December 2020 on a quote signed in that period remains eligible. Decree No. 2021-911 of 8 July 2021 then sets conditions for landlords (informing the tenant, deducting the grant from any rent increase) and adapts the scheme to the overseas territories.

Measure impact
All owner-occupiers, whatever their income, can apply for MaPrimeRénov' from 2021, with amounts set by four income categories; landlords gain access from 1 July 2021. The scheme replaces the energy transition tax credit (CITE), abolished on 1 January 2021.
