Family allowances adjusted to household income
The 2015 Social Security Financing Act makes the amount of family allowances, their age supplement and the flat-rate allowance vary with household resources. Decree 2015-611 of 3 June 2015 sets two ceilings: €55,950 and €78,300 of annual income, plus €5,595 per dependent child. Above the first ceiling, amounts are halved (16% of the monthly base for two children instead of 32%); above the second, divided by four (8%). A tapering supplement limits threshold effects. Ceilings are indexed to inflation every year.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Applies to families with at least two children whose income exceeds the ceilings, for benefits due from 1 July 2015. Families below the first ceiling keep the previous amounts. The adjustment does not apply overseas when the household has only one dependent child.
