PAJE: basic allowance paid at full or partial rate depending on income, with amounts frozen
Article 74 of the 2014 Social Security Financing Act creates two levels of the basic allowance of the early-childhood benefit (PAJE): full rate below a lower income ceiling, partial rate (half the full rate) up to the existing ceiling. Decree No. 2014-422 of 24 April 2014 sets these ceilings for April-December 2014 (€24,344 for the full rate and €29,082 for the partial rate, before increases). The basic allowance and the birth and adoption grants are kept at their 1 April 2013 level. The reform applies to children born or adopted from 1 April 2014, and to all children from 1 April 2017.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
For children born or adopted from 1 April 2014, families whose income exceeds the full-rate ceiling receive only half the basic allowance; amounts are no longer uprated. According to the impact assessment, savings reach €40m in 2014 and €650m in 2017.
