Contribution of supplementary health insurers to the funding of GP flat-rate payments (2013-2015)
The 2014 Social Security Financing Act created a contribution payable by mutual insurers, insurance companies and provident institutions to fund new payment methods for general practitioners acting as "médecin traitant". It equals an annual flat amount multiplied by the number of insured persons and dependants covered who had at least one reimbursed GP consultation (excluding CMU-C beneficiaries). The flat amount is €2.5 for 2013; for later years it is €150 million divided by the number of eligible insured persons, capped at €5. The contribution is due for 2013, 2014 and 2015.

Measure impact
The revenue, allocated to the national health insurance fund, implements the commitment of supplementary insurers to fund GP flat-rate payments up to €150 million per year under amendment No. 8 to the national medical agreement. It was followed by other contributions (patient-list flat fee from 2017).
