Airports with 5,001 to 1,000,000 traffic units: the State keeps reimbursing negative security balances at the end of operation
Article 61 of the 2026 Finance Act creates an aerodrome class 3 bis (5,001 to 1,000,000 traffic units), split from class 3. The 2025 Finance Act provided that from 1 January 2027 the negative balance between security tariff revenue and security costs at the end of an airport concession would be reimbursed by the State only for class 4, outgoing operators of classes 1 to 3 being reimbursed by the new operator. State reimbursement, funded by the airport equalisation tariff of the air passenger tax, is kept for class 3 bis, to which this tariff applies as to classes 1 to 3.

Measure impact
From 2027, operators of regional airports handling between 5,001 and 1,000,000 traffic units a year will still be reimbursed by the State for the security deficit recorded at the end of their contract, instead of passing it to the new operator. Airports above one million traffic units (classes 1 to 3) are reimbursed by the new operator.
