Housing tax cap: rate lowered from 4.3% to 3.44% of income
Article 7 of the TEPA Act replaces, in Article 1414 A I of the General Tax Code, the 4.3% rate with 3.44%: households eligible for the cap on the housing tax of their main residence receive relief on the portion of their tax exceeding 3.44% of their reference taxable income less an allowance. It applies from the 2007 tax assessments. According to the Budget Minister's answer to written question no. 12812, this is a technical adjustment linked to the integration of the 20% allowance into the income tax scale, which had mechanically raised reference taxable income. The cap lost its purpose when the housing tax on main residences was abolished in 2023.

Measure impact
Relief is kept at the level that would have applied without the 2006 income tax reform: without this rate change, the mechanical 25% rise in reference taxable income would have reduced relief for low-income households. No specific official cost estimate was found.
