Real-estate capital gains: full exemption after 30 years of ownership instead of 15
The second amending finance law for 2011 changes the holding-period allowance on individuals' real-estate capital gains (excluding the main residence): 2% per year beyond the fifth year, 4% beyond the seventeenth and 8% beyond the twenty-fourth. Full exemption is only reached after 30 years of ownership, compared with 15 years before (10% allowance per year beyond the fifth year).

Measure impact
Affects sellers of second homes, rental homes and other property. Applies to sales from 1 February 2012; for land that became buildable, sales completed before 1 January 2013 under a promise registered before 25 August 2011 keep the former rules. Replaced for sales from 1 September 2013.
