State levy on pari-mutuel betting based on gross gaming revenue
Article 139 of the 2006 Amending Finance Act creates, for pari-mutuel betting run by racing companies, a State levy based on gross gaming revenue, i.e. the amounts staked, net of the CSG and CRDS social levies, minus the share paid back to winning bettors. That share is set by order and must average between 70% and 78% of stakes over the year. The levy rate is between 30% and 36% of gross gaming revenue, and the revenue goes to the general budget. The article repeals Article 919 of the General Tax Code and the texts on which the former levies on stakes were based. Decree No. 2007-62 of 16 January 2007 sets the rate at 32.73% of gross gaming revenue.
