Zero-interest mobility loan to buy a low-emission vehicle near low-emission zones
Article 107 of Law No. 2021-1104 of 22 August 2021 (Climate and Resilience) creates, on an experimental basis from 1 January 2023, an interest-free loan to buy or lease a car or van emitting at most 50 g CO2/km, with lending banks receiving a tax reduction. Decree No. 2022-615 of 22 April 2022 restricts the loan to people living or working in an inter-municipality containing a mandatory low-emission mobility zone where air-quality standards are regularly exceeded, or in a neighbouring inter-municipality, with reference taxable income per share of at most €14,000, and to micro-enterprises. The loan is capped at €30,000 (€10,000 for leasing), for a vehicle costing at most €45,000 (car) or €60,000 (van), repayable over at most 84 months. The two-year experiment was extended to three years by Article 41 of the 2024 Finance Law.
