CRDS extended until the social debt is repaid, with a new debt transfer to CADES
Article 76 of the Act of 13 August 2004 amends Ordinance No. 96-50 of 24 January 1996: the Social Debt Repayment Fund (CADES) is kept until its missions are completed, instead of eighteen years and one month, and the social debt repayment contribution (CRDS) is levied until then rather than until 31 January 2014. CADES takes over the cumulative health insurance deficits at 31 December 2003 and the forecast 2004 deficit (€10 billion paid on 1 September 2004, up to €25 billion by 31 December 2004), then the deficits forecast for 2005 and 2006 up to €15 billion.
