Zero-interest home loan extended to 2021 and refocused by zone
Article 83 of the 2018 Finance Act extends the zero-interest loan (PTZ) to 31 December 2021. For offers issued from 1 January 2018, the PTZ for existing homes is limited to homes with renovation works in areas without a major housing imbalance (zones B2 and C) and to sales of social housing to their occupants. For new homes, the PTZ stays available nationwide in 2018 and 2019; the restriction to high-demand zones planned from 2020 was repealed by the 2020 Finance Act, which kept it in zones B2 and C until the end of 2021.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
First-time buyers meeting income conditions can obtain a PTZ until 2021. Buying an existing home with works is no longer supported in large urban areas, and the PTZ for new homes in zones B2 and C, initially planned until the end of 2019, was kept until the end of 2021. The loan share by zone is set by regulation.
