Universal health protection (PUMa) and subsidiary health contribution
Article 59 of the Social Security Financing Act for 2016 created universal health protection: anyone working or residing in France on a stable and regular basis is entitled to coverage of health costs, without any employment condition or dependent status for adults, replacing basic universal health coverage (CMU). In parallel, Article 32 introduced an annual contribution owed by people whose earned income is below a threshold set by decree, levied on their investment income.

Insured people keep their health insurance rights when their work or family situation changes. People without sufficient earned income but with capital income become liable for a subsidiary contribution, whose rate and thresholds were set by decree in 2016.
