Zero-rate loan extended to 2027 and refocused on new flats in high-demand areas and older homes with works elsewhere
The 2024 Finance Act extends the zero-interest first-time buyer loan (PTZ) to 31 December 2027 and changes its parameters. For new homes, it is limited to dwellings in multi-unit buildings in high-demand areas (except lease-to-own, solidarity land leases and social home ownership), excluding new detached houses. The financed share can reach 50% for the lowest-income households, and income ceilings and the family coefficient are revised. The new rules apply to loan offers issued from 1 April 2024 (Decree No. 2024-304 of 2 April 2024).

Measure impact
According to the Government's impact assessment, extending and adjusting the PTZ costs €91m in 2025, €219m in 2026 and €349m in 2027, or €2.7bn over 2025-2033 (tax credit used by banks). The PTZ was later extended to the whole country from 1 April 2025 (separate entry).
