2026 rent solidarity reduction: change below the rent reference index allowed, cut limited to 25%
Article 180(IV) of the 2026 Finance Act allows, for 2026 and by derogation from Article L. 442-2-1 of the Construction and Housing Code, the average monthly amount of the rent solidarity reduction (RLS) applied by social landlords to change by less than the rent reference index, without falling more than 25% below its 2025 level. Paragraphs I to III of the article, which changed eligibility for the RLS, were struck down by the Constitutional Council as falling outside the scope of finance acts.

Measure impact
Concerns social landlords and income-eligible social housing tenants: in 2026 the RLS amount, largely offset by a cut in tenants' housing benefit (APL), may be set below its indexed level, within a 25% reduction compared with 2025. The actual level is set by order.
