Overseas: overhaul of employer social security contribution exemptions
Article 1 of the overseas programme Act rewrites Article L. 752-3-1 of the Social Security Code. In the overseas departments, employers are exempted from 100% of employer social security contributions up to pay equal to the minimum wage plus 30% for businesses with ten employees or fewer, construction businesses with fifty employees or fewer (50% rate above that) and air and sea transport companies serving these territories; up to the minimum wage plus 40% for businesses in industry, catering, press, audiovisual production, renewable energy, information technology and call centres, fishing, aquaculture and agriculture, regardless of size; up to the minimum wage plus 50% for tourism, classified tourist restaurants and hotels. These exemptions cannot be combined with other employer contribution exemptions. Article 2 adjusts the exemption for farmers exceeding forty weighted hectares, and Article 3 exempts for twenty-four months seafarers who become owner-operators of a ship registered overseas.
