"100% Health": zero out-of-pocket baskets for glasses, dental prostheses and hearing aids
The 2019 Social Security Financing Act provided the legal basis for the "100% Health" reform. Optical products and hearing aids can be divided into classes, at least one of which receives enhanced coverage with no out-of-pocket cost; opticians and hearing-aid providers must offer at least one item from this class in their quotes. Responsible supplementary insurance contracts must cover these baskets. Price caps and reimbursements are set by orders and agreements, phased in from 2019 to 2021.

Measure impact
Policyholders with a responsible supplementary contract can obtain glasses, dental prostheses and hearing aids from a defined range with no out-of-pocket cost, with full roll-out planned on 1 January 2021. Obligations apply to contracts taken out or renewed from 1 January 2020. Funding comes from compulsory health insurance and supplementary insurers.
