2016 zero-interest loan (PTZ) reform: financing share raised to 40% and old homes with works eligible nationwide
Article 107 of the 2016 Finance Act simplifies the zero-interest loan (PTZ) for loan offers issued from 1 January 2016: it removes the location condition for buying an old home with works, which becomes possible throughout the country, raises the legal cap on the share of the operation cost that can be financed from 35% to 40%, raises an income ceiling in article L. 31-10-3 of the construction and housing code from €36,000 to €37,000, and limits the obligation to occupy the home to the six years following disbursement. The ceiling of the related tax expenditure (lenders' tax credit) is raised from €1 billion to €2.1 billion.

Measure impact
First-time buyers can finance a larger share of their purchase interest-free and buy old homes with works anywhere in France. The prior impact assessment puts the cost of the extension to old homes at €3 million in 2017 and €8 million in 2018; the cost of the higher financing share, set by regulation, is not isolated.
