Higher income ceiling for supplementary health insurance aid (CMU-C ceiling + 26% in 2011, + 30% in 2012)
Article 27 of the 2011 Social Security Financing Act raises in two steps the income ceiling of the aid for paying supplementary health insurance (ACS, Article L. 863-1 of the Social Security Code), previously set at the universal supplementary health cover (CMU-C) ceiling plus 20%. For decisions taken from 1 January to 31 December 2011, the ceiling is the CMU-C ceiling plus 26%; for decisions taken from 1 January 2012, plus 30%. According to the Senate report, the ceiling for a single person thus rose from €9,134 a year to €9,590.30 on 1 January 2011 and €10,072.87 on 1 January 2012.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
More low-income households whose resources exceed the CMU-C ceiling can get help paying for supplementary health insurance; the increase also avoids excluding recipients of the minimum old-age allowance and the disabled adult allowance after their uprating. The impact assessment put the cost at €82 million a year for the CMU fund once fully phased in.
