Gradual increase in the legal retirement age from 60 to 62 and in the full-rate age from 65 to 67
The pension reform act of 9 November 2010 creates Article L. 161-17-2 of the Social Security Code: the minimum pension age, previously 60 in the general scheme, aligned schemes, the agricultural scheme and the civil service scheme, is raised to 62 for people born from 1 January 1956 and increased by four months per age cohort for people born before that date (Article 18). Decree No. 2010-1734 of 30 December 2010 sets the timetable: 60 years and 4 months for people born in the second half of 1951, 60 years and 8 months for 1952, 61 for 1953, 61 years and 4 months for 1954, 61 years and 8 months for 1955 and 62 from 1956. The age for a full-rate pension regardless of contribution record is raised in the same way from 65 to 67 (Article 20), with 65 kept for some parents and carers. These rules apply to pensions starting on or after 1 July 2011. The timetable was accelerated by the 2012 Social Security Financing Act, and the legal age was raised again by the 2023 pension reform.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
People born from 1 July 1951 must work longer before drawing their pension, and those without a full contribution record wait longer for the full rate. The Government table cited by the Senate put the effect for 2011, the first year of application, at €325 million for all schemes; the effect grows as the measure phases in.
