Annual revision of personal housing benefits moved from 1 January to 1 October
Article 121 of the 2014 Finance Act moved the annual revision date of the parameters of the personalised housing allowance (APL, Article L. 351-3 of the Construction and Housing Code) and the social housing allowance (ALS, Article L. 831-4 of the Social Security Code) from 1 January to 1 October. Article 77 of the 2014 Social Security Financing Act did the same for the family housing allowance (ALF, Article L. 542-5 of that Code). The scales were therefore not revised on 1 January 2014. The Government had initially proposed freezing the parameters for the whole of 2014.

Measure impact
Housing benefit recipients: no indexation of rent ceilings and flat-rate amounts on 1 January 2014, the next revision being moved to 1 October. The full freeze proposed in the bill was estimated at €93.1m of savings for the State and €36.3m for social security in 2014; the adopted version was not separately costed.
