Annual uprating of basic state pensions moved from 1 April to 1 October
Article 5 of the Act of 20 January 2014 on the future and fairness of the pension system moved the annual uprating date of basic-scheme old-age pensions (Article L. 161-23-1 of the Social Security Code) from 1 April to 1 October. There was therefore no uprating on 1 April 2014. The minimum old-age allowance (ASPA) and invalidity pensions continue to be uprated on 1 April. The uprating coefficient is now based on the inflation forecast in the economic, social and financial report annexed to the finance bill. The date was changed again by the 2018 Social Security Financing Act (uprating on 1 January from 2019).

Measure impact
Basic-scheme pensioners: no uprating in April 2014 and a six-month delay for each subsequent uprating. The impact assessment estimated the savings at €800m in 2014 across all basic schemes.
