Top-hat pensions: progressive scale for the beneficiaries' contribution with a 21% band
The fourth amending finance law for 2011 introduces a banded scale for the contribution paid by beneficiaries of defined-benefit supplementary pensions (top-hat pensions). For pensions paid out before 2011: 7% between €500 and €1,000 a month, 14% between €1,000 and €24,000, 21% above. For pensions paid out since 2011: 7% between €400 and €600, 14% between €600 and €24,000, 21% above, on the part exceeding €400. The contribution paid on the first €1,000 of monthly pension becomes deductible from income tax.

Affects about 90,000 top-hat pension beneficiaries according to the Senate; the increase targets pensions above €24,000 a month, while deductibility eases the burden on small pensions. Applies to pensions paid from 1 January 2012 (deductibility from the taxation of 2011 income).
