Housing benefits raised by 3.5% on 1 October 2023
The housing-cost parameters of personal housing benefits (APL, ALF, ALS) are revised each 1 October according to the second-quarter rent reference index (IRL) (Art. L. 823-4 of the Construction and Housing Code). Article 12 of Law No. 2022-1158 of 16 August 2022 caps the annual change in the IRL at 3.5% in mainland France (2.5% overseas, adjustable in Corsica) between the third quarter of 2022 and the second quarter of 2023. The parameters were therefore raised by 3.5% on 1 October 2023 in mainland France, 2% in Corsica and 2.5% overseas.
