Differentiated uprating of basic retirement pensions in 2027 according to total pension amount
As a derogation for 2027, basic pensions would be uprated in line with inflation where the pensioner's total pension (basic and supplementary) is €1,260 per month or less, with a tapered uprating between €1,260 and €1,281. Above that, the Government could set by decree a coefficient between 1 (no increase) and inflation; if no decree is issued by 31 October 2027, the coefficient would be 1 (pensions not uprated).

Measure impact
Assuming pensions above the threshold are frozen, revenue is estimated at €3.0bn in 2027 for the basic schemes (€4.0bn across all schemes, including €1.1bn for the State). According to Annex 9, 6.1 million retirees have a total pension below €1,260.
