Higher minimum pensions: top-up of up to €100 per month and minimum pension indexed to the minimum wage
Article 18 of the 2023 amending social security financing law raises by decree the minimum contributory pension and its increase for pensions starting on or after 1 September 2023, and indexes these amounts each 1 January at least to the change in the minimum wage (SMIC). For retirees whose pension started before 31 August 2023, it creates a pension top-up, due from 1 September 2023, limited to full-rate pensions and prorated to contribution periods: Decree No. 2023-754 of 10 August 2023 sets it at up to €1,200 per year (€100 per month), within a ceiling of €10,170.86 per year for the scheme's pension and provided total pensions stay below the ceiling of Article L. 173-2.

Measure impact
General-scheme and farm-scheme retirees with full low-wage careers: top-up of up to €100 gross per month, paid by September 2024 at the latest with effect from 1 September 2023. The impact assessment puts the cost of the article at €440m in 2023 and €1.4bn in 2024.
