Abolition of the end-of-training allowance (AFF) for new claimants
Article 188 of the 2009 Finance Act repeals, from 1 January 2009, the Labour Code provisions on the end-of-training allowance (articles L. 5423-7 et seq.), funded by the State to extend benefits for jobseekers whose unemployment insurance rights ran out during a training course. Claimants already receiving it on 1 January 2009 keep it until their rights expire, funded by the solidarity fund. The government aimed to encourage earlier entry into training and leave the funding of such training to unemployment insurance.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Jobseekers whose unemployment benefits run out during training are no longer entitled to the end-of-training allowance from 2009; about 37,000 recipients were affected according to the Senate special report. A temporary replacement allowance (AFDEF) was created by decree in April 2009.
